Yes, and it's the parents responsibility to make sure their kids do not dress in those costumes. I think that music is a little too inappropriate for 8/9 year olds to be dancing to like that as well.
I've spoke with a couple of moms who feel that it isn't wrong what these young girls are doing or wearing because it is a dancing competition and the young girls are not thinking the moves or attire are sexy because at their age they're likely not even aware of sex. The moms did say whoever publicly posted the video was in the wrong.
